It is the responsibility of the offeror to submit offers to the Primary Point of Contact at NSWC PHD by the closing date of 8/21/2019. No questions will be accepted after 8/19/2019. All changes to the requirement that occur prior to the closing date will be posted to Federal Business Opportunities (FBO). It is the responsibility of interested vendors to monitor FBO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. EVALUATION FACTORS FOR AWARD Evaluation shall be made to the offeror whose quotation is the lowest-price technically acceptable. Price and technical capability are equal. Technical acceptance is determined by the offeror providing the material being requested. BASIS FOR AWARD The basis for award will be the quotation that is the lowest price technically acceptable.
