Synopsis: This is a Notice of Contract Action, not a request for quote. IAW authority of Federal Acquisition Regulation (FAR) 5.207(c)(16) any responsible sources may submit a capability statement or proposal which shall be considered by the agency. In accordance with FAR 6.302-1 and DFARS 206.302-1, the U.S. NAVY, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Port Hueneme (NSWC PHD), located at Naval Base Ventura County, CA intends to award a sole source new “placed delivery order” under Basic Ordering Agreement (BOA) N00024-15-G-5355 to L3Harris Technologies, Inc in Van Nuys, California. A copy of the justification will be made public within 14 days of contract award (placed delivery order). This Delivery Order is to conduct a study in determining feasibility and applicability of proposed equipment changes and any obsolescence parts issues related to the Single Board Computers (SBCs), candidate Operating Systems (OSs) used in replacement SBCs, candidate replacement ruggedized laptops, candidate commercially supported, and patchable OSs used in replacement ruggedized laptops for the AN/SPS-48G (V) 1 Radar System. The negotiated sole source new delivery order will include a Firm Fixed Price CLIN 0001 (Study) and CLIN 0029 Not Separately Priced (NSP) Contract Data Requirements List (CDRL). A Request for Proposal release date for this effort will be no sooner than 15 calendar days after this Notice of Contract Action and will be directed solely to the prospective source identified above. This BOA Delivery Order will be awarded pursuant to U.S.C. 2304(c)(1), authorizing the use of other than competitive procedures for this acquisition. The notice expires 15 days after publication.
