Synopsis: This is a Notice of Contract Action, not a request for quote. IAW authority of Federal Acquisition Regulation (FAR) 5.207(c)(16) any responsible sources may submit a capability statement or proposal which shall be considered by the agency. In accordance with FAR 6.302-4 and DFARS 206.302-4, the U.S. NAVY, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Port Hueneme (NSWC PHD), located at Naval Base Ventura County, CA intends to award a sole source new "placed delivery order" under Basic Ordering Agreement (BOA) N00024-16-G-5437 to Raytheon ILS Contracts, Intelligence, Information and Services located in Indianapolis, Indiana. A copy of the justification will be made public within 14 days of contract award (placed delivery order). This Delivery Order provides personnel, materials and services to modernize, upgrade, test, package, and/or maintain the NSSMS parts, items and components. The Contractor is responsible for providing all necessary personnel, materials and services to fabricate, procure, upgrade, modernize, maintain, refurbish, overhaul, repair, and test components, assemblies (including complete systems and major units), ancillary materials, software, and equipment for the MK57 NATO SEASPARROW Surface Missile System (NSSMS) and MK23 Target Acquisition System (TAS). This effort includes engineering/technical materials and services required for the investigation, analysis and/or resolution of hardware, software, or other technical/logistics problems encountered in the installation, integration and support of the MK57 NSSMS and MK23 TAS, and related test and support equipment, Surface Warfare Evaluation Facility (SWEF), Self Defense Test Ship (SDTS) and/or Land Base Test Site (LBTS). The Contractor is going to provide program management, business and scheduling management, subcontracts/vendor management, material acquisition management, and processes management. The negotiated sole source new delivery order will include: Level of Effort and Completion Tasks A projected Request for Proposal release date for this effort is estimated to be no sooner than 15 calendar days after this Notice of Contract Action and will be directed solely to the prospective source identified above. This BOA Delivery Order will be awarded pursuant to U.S.C. 2304 (c)(4), International Agreement, authorizing the use of other than competitive procedures for this acquisition. The notice expires 15 days after publication.
