This is a Notice of Contract Action, not a request for proposal. IAW authority of Federal Acquisition Regulation (FAR) 5.207(c)(16) any responsible sources may submit a capability statement or proposal which shall be considered by the agency. The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) intends to negotiate and award a Cost-Plus-Fixed-Fee contract with General Dynamics Mission Systems on an other than full and open competition basis (sole source) in accordance with FAR 6.302-1(a)(2), when the services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The contractor is responsible for providing overall in-service engineering and life cycle support for Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) system elements specific to the INDEPENDENCE variant of the Littoral Combat Ship (LCS) combat system equipment. The overall in-service engineering and life cycle support executed under this contract will cover C5I system critical engineering; design; integration; test and evaluation; software development, testing, and load; system upgrade/replacement planning onboard and on-site; logistics product development and distribution; and Training Systems. These activities will be executed in support of the shipboard LCS C5I equipment, components, software, training and support equipment developed by or for the PEO USC Program Office. Contractors must be properly registered in the System for Award Management (SAM) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements via https://beta.SAM.gov. The controlled attachments will be posted to beta.SAM.gov at the same time the solicitation is posted. A projected Request for Proposal release date for this effort is estimated to be no sooner than 15 calendar days after this Notice of Contract Action and will be directed solely to the prospective source identified above.
