The Naval Criminal Investigative Services (NCIS) requires access to a large repository of IP addresses, email addresses URLs and signatures associated with malicious software (malware). The justification for restricting competition is Google has a propriety product/data set named Virus Total Threat Intel/Management Professional, the world's largest collection of malware and threat intelligence, combined with unmatched analytical capabilities and a powerful API that NCIS currently uses. NCIS users, throughout the organization, need to be able to query this data via the Webb at (5,000/month) and it support API queries (10,000/day). The current period of performance expires 29 September 2021. This requirement will renew access for six months while adjusting the end date through the second quarter of FY2022 (in an effort to move renewals to end of second quarters of FY).
