This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and, FAR Subpart 13, using Simplified Acquisition procedures for commercial services. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be available on 01 September 2021 at the following website: https://sam.gov/. The Request for Quote (RFQ) number is N0018921Q0499. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-06. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Small Business Size Standard is $41.5M. The proposed contract action is for commercial services for which the Government intends to solicit and negotiation with only one source under the authority of FAR 13. This combined synopsis/solicitation is NOT a request for competitive proposals; however, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, intends to award a Firm-Fixed-Price, sole source contract to Diltex, Inc. for the renewal of 35 Adobe Creative Cloud licenses in support of the NHHC. NHHC has been utilizing Adobe Creative Cloud for a few years. Most recently, NHHC was receiving Adobe Creative Cloud licenses under contract N0018919P0423, from vendor Diltex, Inc. Unfortunately, the second option year was inadvertently missed and has since expired. As such, NHHC requires a new contract for continued Adobe support ASAP. A sole source award is recommended to Diltex, Inc. due to the cloud storage options currently in use; and, the essential need to alleviate any additional service interruptions with the current accounts already established under the existing Diltex, Inc. environment. Awarding to another vendor would be extremely interruptive, as the system would have to be "destructed" in order to remove all software in preparation for the new vendor’s software system. This "destruction" would likely cause extended service disruptions and work stoppages; ultimately, resulting in a duplication of efforts and egregious cost. Awarding to Diltex, Inc. will alleviate data loss; and, ultimately will be far less intrusive to the NHHC user base. Diltex, Inc. is the only vendor guaranteed to provide a seamless license renewal, enabling the NHHC user base to continue producing with no threat of service interruptions. The Adobe Creative Cloud license renewal Period of Performance (POP) is 01 September 2021 through 31 August 2022.
