This is a combined synopsis/solicitation for commercial supplies/services in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 27 November 2019 under Request for Quotation (RFQ) number N00189-20-Q-0034 at the following websites: www.beta.sam.gov. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-77 and DFARS Change Notice 201600830. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price contract under NAICS 334516. The Small Business Size Standard is 1,000. The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive quotes; however, the Government will consider all bids, proposals, or quotations received by the closing date. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. This announcement will close on 2 December 2019, 5:00 PM Eastern time. Responses must be emailed to Courtney Golden at Courtney.golden@navy.mil. By submitting a quote, the vendor self-certifies that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive a contract from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this combined synopsis/solicitation, except for award to a foreign vendor for work to be performed outside of the United States.
