This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. All responsible sources may submit a quotation which, if timely received, will be considered by the Agency. All proposals received will be evaluated and awarded to the vendor that provides the "best value" to the government. NAMRU-D requires a fingertip plethysmograph to measure continuous, beat-to-beat blood pressure, cardiac output, blood flow curve, stroke volume, cardiac contractility, and left ventricular ejection time. Cardiac output must be low in error, less than 10%. It must have fast deflation and is motion tolerant. It must measure respiration rate and produce a respiration waveform with chest impedance technology. It must also have a height-correction unit to ensure that subjects can move their arms freely during measurements. The pressure measurement is highly dependent on the position of the hand (above, below, or at heart level). A height-correction unit accounts for measurement site, and any changes in measurement site to always reflect arterial pressure. The device must not require recalibration every 15-60 min so as not to interfere with longer durations studies. The device must allow for inputs and outputs to allow correlation of recorded data from other systems. Additionally, to save money on future consumables, we do not want disposable cuffs, and instead we require cuffs that last for many years. This requirement's needs can only be met by the following brand name items from Finapress, using their Nova NC ECG System. The following part numbers are requested by NAMRU-D. These values are optimized to show accurate trends over time, and they can be calibrated through a per patient thermo-dilution calibration procedure to allow visualization of absolute values.
