This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. All responsible sources may submit a quotation which, if timely received, will be considered by the Agency. Contract will be evaluated on Low Price Technically Acceptable (LPTA). NAMRU-Dayton requests the immediate acquisition of (1) Dynamic Weight Bearing and Incapacitance Test for assessing spontaneous pain (muscular) in freely moving rodents, which is based on an instrumented-floor cage and a combined video acquisition system. Additionally, we are interested in acquiring (1) Kinetic Weight Bearing (KWB) system as an automated method for generating quantitative data on footprints and gait in spontaneously moving animals. Both systems are designed to support post exposure performance following simulated fighter pilot conditions. For our specific needs, the DWB test must provide the following capabilities: •Operator-independent •Time-saving •Convenient for manipulating large amounts of rodents •No stress induced on the animal (rat or mouse) For the KWB test, it must provide the following capabilities: •Real time analysis and review process embedded in a single application program interface •Available for rats and for mice •Measures gait parameters as well as max force/propulsion time applied for each step and each paw laid on the floor •Correct trials detected (speed) and automatically split from A SINGLE video file •Records Gravity Center Path and video barycenter •Displays each run results and averaged results from homogeneous runs •Automatic software routine for paw identification from the first step to the end of the run •Front wall easily removable for cleaning •Adjustable corridor width •Target zone location Both types must be capable of providing quantitative measurements that can be applied efficiently during a modified functional observational battery. Finally, these will be utilized for a time sensitive experiment and deadlines must be met. The company must be able to fabricate both test systems and have them delivered and offer any necessary support or training within 4 weeks of award. All items will be shipped to Wright Patterson AFB, Ohio 45433. Please submit quotes to both POC's listed. The quote should include all applicable shipping and handling costs. As NAMRU-D is a Government facility, no sales tax will be paid. All invoices for this standing order will be submitted electronically through Wide Area Work Flow(WAWF) - Invoicing Receipt Acceptance Property Transfer(iRAPT).
