This is a SOURCES SOUGHT NOTICE, (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capabilities of potential sources and the availability of commercial sources pursuant to FAR Part 10. This is issued to identify sources capable to provide Cipher Lock Services at Naval Health Research Center, San Diego, California base plus one (1) option year, if exercised by the government, beginning 1 December 2019. A solicitation will be issued at the beginning of Fiscal Year 2020 and it is the responsibility of interested offerors to monitor the release of solicitation or synopsis. The applicable NAICS Code is 561622 (J063) (Locksmith Services). COMPETITION AND SET-ASIDE DECISIONS WILL BE MADE BASED ON THE RESULTS OF THIS MARKET RESEARCH AND THE FEEDBACK FROM THIS SOURCES SOUGHT. Any interested vendors capable of providing this service shall respond via e-mail to nicholas.k.clarke.civ@mail.mil with the following documentation: Name of Company, Address, DUNS #, CAGE, Point of Contact, Phone Number, and email address. In addition, past performance and capability statement shall be submitted. Past performance shall include recent and relevant contracts for the same or similar services and references to include contract numbers, point of contact with valid phone number, email address and other relevant information. Offerors shall furnish information of current or completed contracts NOT MORE THAN THREE (3) years held with U.S Navy, Other Government Agencies and Private Industry. Interested parties must be registered in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the internet at www.sam.gov or by calling 1-866-606-8220. This notice is for MARKET RESEARCH PURPOSES ONLY and does not constitute a Request for Quote or Proposal; and it is NOT considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider any arrangement as deemed appropriate for this procurement. STATEMENT OF WORK (SOW) 1.0 TITLE "Cipher Locks Services and Support of Naval Health Research Center (NAVHLTHRSCHCEN) Buildings" 2.0 GENERAL NAVHLTHRSCHCEN has a requirement to provide services and support to all existing installed cipher locks, panic hardware and lock enclosures currently installed on various buildings. To keep the cipher locks in working order, the Contractor will need to be available during normal working hours (7:00 am - 4:30 pm) on an as needed basis. The services required will be for onsite troubleshooting, repairs and replacement of existing cipher locks and hardware, and the acquisition and installation of new cipher lock sets compatible to the command's existing key system. 3.0 REQUIREMENTS The Contractor shall provide all labor, tools, equipment, eye protection including prescription safety glasses, materials, supplies and parts, transportation and other incidentals necessary to perform services to cipher locks in accordance with all applicable State, Federal and Local Codes and Regulations. The Contractor shall be responsible for ensuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer's equipment specifications and this SOW. Contractor shall ensure cipher locks are compatible to the current master and control key system. The primary lock system utilized is the Stanley Omnilock 2000 system. NAVHLTHRSCHCEN lock and key control policies and procedures shall be followed. Contractor must be fully licensed and bonded. Contractor company shall ensure all assigned contractor personnel complete relevant security requirements prior to the start of work. Service Requirements: Services will be provided during normal working hours (7:00 am - 4:30 pm) on an as needed basis. Services will be provided for all cipher lock interior and exterior utility doors. Services to maintain prompt and seamless access to and within the command include the following: 1. Repair and/ or replace broken or inoperative cipher locks. 2. Repair and/ or replacement of associated hardware on existing cipher locks. 3. Installation of replacement cipher locks and associated hardware. 4. Onsite troubleshooting. 5. Maintain working order of panic hardware, and push button mechanical locks and other cipher locks. 6. Contractor shall have a 24 hour response time for service requests. 7. Travel to and from the site are at no additional direct cost to the government. Technical Requirements: 1. Cipher door locks installed must be compatible with the Stanley Omnilock 2000 system. 2. Cost estimate for acquisition of replacement cipher locks to be installed under this agreement will be provided to the Contracting Officer's Technical Representative (COTR) for approval prior to ordering. 3. Newly installed cipher locks must be installed in accordance with manufacturer's equipment specifications. 4. Contractor must be fully licensed and bonded. 5. Contractor performers must be able to access a DOD facility and possess the appropriate city, state and Federal certifications necessary to complete the work. 6. Contractor must adhere to NAVHLTHRSCHCEN lock and key control policies and procedures. 4.0 DELIVERABLES 1. Base period of 12 months of cipher locks services and support. 2. As needed and authorized by the COTR, cipher locks, associated hardware, and key cards during the period of performance. 5.0 GOVERNMENT FURNISHED MATERIAL/ INFORMATION None. 6.0 WORKING HOURS Unless specified otherwise, the Contractor may work on NAVHLTHRSCHCEN between the hours of 7:00 AM to 4:30 PM, Monday through Friday, excluding Government holidays. Work outside these hours requires Contracting Officer approval. Provide written request at least 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress. 7.0 NOTIFICATION CONCERNING UNAUTHORIZED CHANGES TO THE STATEMENT OF WORK Changes to the statement of work require Contracting Officer approval. Acceptance of changes to the statement of work from an unauthorized individual shall be at the risk of, and shall be the sole responsibility of, the contractor or supplier. Acceptance of changes to the statement of work from an unauthorized individual may result in payment for services as cancellation of this agreement. 8.0 SECURITY This effort is Unclassified. Contractor/subcontractor employees requiring installation access to NAVHLTHRSCHCEN must obtain a Temporary Access Pass or enroll in RAPIDGate® for the installation. Regularly scheduled personnel should follow the Vendor Access guidelines of NAVHLTHRSCHCEN below: (1) Installation Security Access Requirements Contractor shall accomplish the security requirements below within 10 days after award or prior to performance under the contract. (2) Temporary Access Pass Requirements In order to obtain a Temporary Access Pass for access to NAVHLTHRSCHCEN, all personnel providing services under this contract shall be required to present the documentation below to the pass and decal office, as applicable: Valid form of government-issued photo identification. Social Security Number Name and address of the agency or company requesting the visit. Name and address of the command to be visited. Name and contact number of government COTR. Name (in full) of the employee, including title or position, for which the approval is requested. Purpose and justification for the visit and the contract number must be furnished. (3) Vendor is responsible for gaining access to NBPL and other Naval Base sites and must be cleared by submitting a request through Defense Biometric Identity Management System (DBIDS). Instructions and program information for DBIDS can be found at http://dbids.dmdc.mil/ or by calling (800) 372.7437. Each Individual person has to fill out the SECNAV 5512 form (for block 14: SSN & State ID/DL only) and they need to sign. Once the 5512 is completed, email form to Miles Guanzon ismael.t.guanzon.civ@mail.mil who will then forward to NBPL Pass and ID for processing. Vetting process can take up to 10 days to complete. Contractor/subcontractor employees accessing NAVHLTHRSCHCEN are subject to station regulations. Inability to comply with security requirements resulting in performance of services may result in cancellation of this agreement. 9.0 PERIOD OF PERFORMANCE 12 months from date of award plus one option year. 10.0 CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) Gregory W.
