Total Small Business Set-Aside (FAR 19.5)

This is a firm-fixed price contract for two separate four-day, in-person technical writing courses for up to 20 personnel each, to be performed from April 14-17 and April 21-24, 2026. It is a 100% small business set-aside under NAICS 611430. The government will award based on best overall value, where non-cost factors are more important than price, though price remains significant. Offerors must provide a detailed itemized quote, course syllabus, and materials, and the contractor must maintain CMMC Level 1 certification.
