This notice is a pre-solicitation synopsis for Supervisor of Shipbuilding, Groton, CT (SSGR). SSGR intends to release a solicitation to clean Sanitary Tanks #1 and #3, and the Forward and After Bilge Collection Tanks (4 tanks total) on board a Los Angeles Class Submarine located at the Naval Submarine Base, New London. The solicitation is intended to be awarded as a firm fixed price contract and is intended to be solicited as a 100% small business set aside: NAICS Code: 562910; Size Standard: $25,000,000, and in accordance with FAC 2024-05, effective 22 May 2024. The intended period of performance will be 16 September 2024 to 29 October 2024. Estimated cleaning duration is five (5) days, preferably consecutive days. Pursuant to NAVSEAINST 4350.2D and NAVSEA Letter Ser 04X-275, ONLY NAVSEA APPROVED CONTRACTORS SHALL BE CONSIDERED FOR THIS AWARD as the cleaning of the tanks occurs in spaces adjacent the engine room onboard the submarine, which requires full compliance with State, Federal and Navy regulations. The potential award will be to the responsible small business that can provide the requested deliverables at the lowest total cost to the Government. Detailed specifications will be included in a follow-on solicitation and will be issued and posted on SAM.gov. An estimated statement of work is attached to this posting. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR QUOTE. The Government is not obligated to and will not pay for any information received from potential sources as a result of the synopsis. The synopsis is for administrative purposes only. It does not constitute a solicitation for bid or quotes and should not be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.
