The draft solicitation is being released as part of the Government’s efforts to improve the understanding of Government requirements and industry capabilities prior to issuance of a Request for Proposal (RFP), thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements, and enhancing the Government’s ability to obtain quality construction, at reasonable prices, and possibly increase efficiency in proposal preparation. The draft P&S is for the construction of a new veterinary treatment facility for Joint Base Pearl Harbor-Hickam, Hawaii. The new facility would provide for full service preventive diagnostic, surgical and dental care to Government-Owned Animals, food inspection spaces, and preventive and diagnostic services to privately-owned animals of service members on the installation. The cost is estimated to be between $10 million to $25 million. The RFP (if any) may have at a minimum of three evaluation factors; Experience, Past Performance, and Safety. The RFP (if any) and resulting contract (if any) may be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations. The 100% Design Submittal is available at beta.sam.gov and printed copies will not be issued. Those wishing to access the P&S must register at the Beta.Sam website (https://www.beta.sam.gov) to obtain access. Registration instructions can be found on the Beta.SAM website. Once registered in Beta.SAM, the interested party must request explicit access to the P&S. An email will be forwarded once the contracting office has approved or declined the request. Approved interested parties may view and/or download the P&S. Any comments received in regards to this requirement may be taken into consideration in the development of a final RFP (if any). The Government will not provide response to comments received. Issuance of this draft P&S shall not be construed as a RFP or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this draft solicitation or otherwise pay for review of comments. Unsolicited proposals will not be accepted. All information will be held in a confidential manner and will only be used for the purposes intended. Comments shall be provided with complete information as the Government will not seek clarification for information provided. This is not an announcement of the availability of a solicitation, nor is it a means of generating a plan-holders list.
