NAVFAC Pacific intends to award firm-fixed-price, multiple-award IDIQ contracts for marine resource technical services, structured as an unrestricted division and a partial small-business set-aside division, with successful awardees competing for future task orders. Performance will be primarily in Hawaii, Guam, and the Commonwealth of the Northern Mariana Islands, with possible work throughout the NAVFAC Pacific AOR and worldwide as needed. The contract ceiling is $99 million or 90 months (12-month base, six 12-month options, one 6-month extension), whichever occurs first; typical task orders range from $3,500 to $10,000,000, each awardee is guaranteed a minimum $5,000, and approximate allocations are $68.5M for NAVFAC Pacific AOR, $15M for NAVFAC Hawaii AOR, and $15.5M for NAVFAC Marianas AOR. Services cover monitoring, data management, analysis/reporting, visual and diving surveys, marine species observers, passive acoustic monitoring, tagging/tracking, habitat restoration, coral translocation, biosecurity/invasive species management, INRMPs, NEPA, GIS, ESA, EFH, and Marine Mammal Protection Act compliance. The Government intends to award no more than six IDIQ contracts (with discretion to award more), using a best-value tradeoff where technical and past-performance factors combined are significantly more important than price; unrestricted-division task orders require at least 18% subcontracting to small businesses, and the solicitation is expected to be available on or about October 22, 2026 at SAM.gov.
