The Naval Facilities Engineering Systems Command, Pacific is conducting market research to identify potential sources for a transformer protection relay with performance equal to the SEL-9524, manufactured by Schweitzer Engineering Laboratories. The required system must include a rugged GNSS antenna for satellite time signal acquisition, support GPS/GLONASS synchronization, and be outdoor-rated with IP68 protection and high surge immunity. It must also provide visual status indication and integrate with satellite-synchronized network clocks and substation automation systems. Performance of services is at Joint Base Pearl Harbor-Hickam, Hawaii, under Fiscal Year 2027 SIOP Project P-8026. Responses with detailed technical data must be submitted by 2:00 p.m. H.S.T. on 30 July 2026.
