This project involves constructing a secure Phase 2 space within the existing J-301 Consolidated Headquarters at Naval Support Activity, Marine Corps Base, Guam. The work includes architectural, fire protection, electrical, telecommunications, HVAC, plumbing, and collateral equipment. The RFP and its drawings are controlled as covered defense information and will only be released to vetted U.S. companies with vetted U.S. citizen personnel, including all subcontractors and suppliers. Companies must submit specific certification forms and a non-disclosure agreement for a vetting process that may take up to 45 days. The RFP documents are accessible only through SAM.gov, and a designated primary Point-of-Contact must manage submissions and request explicit access to the controlled files.
