Notice Type: Sources Sought Response Date: May 16, 2025, 11:00 am Thailand Time This notice serves to inform the public about an upcoming project at Royal Malaysian Air Forces Bases in Kota Samarahan and Labuan, Malaysia. The government anticipates issuing a solicitation around May June 2025. Additionally, this notice seeks to gather names of contractors interested in attending the site visit for the Base Access Request (BAR), which will be facilitated by the US Government. Due to host nation security requirements, the only way to access the site visit is the BAR submitted by the US Government. Any requests for site access after the response date will not be considered. Projects Description: This Design-Build project involves the design and construction of two Mobile Ad Hoc Network (MANET) Fixed Ground Station mounting panels/platforms at Royal Malaysian Air Force (RMAF) Air Bases in Kota Samarahan and Labuan, Malaysia. The completed facilities will comply with local and International Building Codes (IBC) and all applicable Malaysian government regulations as specified in the Request for Proposal (RFP). The scope includes engineering design, fabrication, installation, and integration of the mounting panels/platforms to ensure operational efficiency and compliance with relevant standards. The proposed requirements are as follows: CLIN 0001 Construct a Fixed Ground Station Platform in Kota Samarahan, Malaysia The fixed ground station platform in Kota Samarahan will be constructed on top of an existing unused steel tower facility with a reinforced concrete slab structure. The platform will have a minimum dimension of 5m (L) x 5m (W) x 1.5m (H). The command control is located approximately 350 meters away from the proposed platform location. A conduit for fiber-optic cables shall be installed between the fixed station and the command control room. CLIN 0002 Construct a Fixed Ground Station Platform in Labuan, Malaysia The fixed ground station platform in Labuan will be constructed on the rooftop of Air Movement and Supply facility. The platform will have a minimum dimension of 5m (L) x 5m (W) x 16m (H) and will be accessible by ladders. The command control room is located in the operational building right below the ground station platform. A conduit for ethernet data cables shall be provided between the platform and the command control room. The Fixed Ground Stations include the installation of conduits and wireways for fiber-optic and ethernet cables, enabling the future installation of radomes with antennas provided by others. This work and equipment are outside the scope of this project. The conduits and materials are high quality and require little to no maintenance once installed. Project Magnitude is between US$500,000 and US$1,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects). A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June 2025. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. Offerors interested in the project must complete the attached Base Access Request (BAR) and provide the required information to attend the PPSV. Submit it to the site access coordinators listed below by May 16, 2025, no later than 11:00 am Thailand Time. The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access. - Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage. - All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.
