This amendment provides PPSV information and base access requirements. -The Pre-Proposal Site Visit (PPSV) will be held on June 10, 2024, from 10:00 AM to 2:00 PM Thailand Time, at Wing 41, Chiang Mai, Thailand. Please bring a valid form of identification for potential verification by the military. This can be either your National Thailand ID card or Passport. -Contractors must arrive by 09:30 AM to meet NAVFAC personnel at the PTT gas station, Wing 41 Chiang Mai (GPS grid coordinates: N18.7719207, E98.9721258). A bus provided by Air Base, Wing 41, will transport all PPSV attendees. Only two (2) persons from each contractor will be allowed on the bus to attend the site visit inside Wing 41. The bus will depart from the gas station at 1000am. -Photography is strictly prohibited inside Air Base, Wing 41. Notice Type: Combined Synopsis/Solicitation Response Date: May 28, 2024, 11:00 am Thailand Time This notice aims to provide public notice of a forthcoming project at Wing 41, Royal Thai Air Force (RTAF), Chiang Mai, Thailand. The government plans to issue a solicitation approximately May or June 2024. This notice also aims to collect names of contractors interested in attending the site visit for the Base Access Request (BAR) that will be facilitated by the US Government. Projects Description: This is a Design-Build project for a complete design, construction, and renovation of AT-6 aircraft support facilities at Wing 41, Royal Thai Air Force (RTAF), Chiang Mai. The project includes various tasks i.e. renovating the existing Revetments, constructing an Egress building connected to the existing flight line and Maintenance Back Shop, building a Maintenance Back-Shop with associated fence, concrete field, and access road, and constructing a wash rack equipped with a trailer-type aircraft wash system. The facility shall be equipped with an electrical system, air conditioning system, ventilation system, plumbing system, and a functioning and maintainable waste system that either ties into the municipal system or holds and processes solids before being released into the municipal system. Materials used shall be high quality and require little or no maintenance once installed. The facility shall have the appearance of cleanliness and professionalism upon completion. Per FAR 36.204 Disclosure of the magnitude of construction projects, the estimated Magnitude Range for this contract is between $1,000,000 and $5,000,000. A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June through July 2024. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. Offerors interested in the project are required to submit the attached Base Access Request (BAR) and fill in your information in the attached Base Access Request (BAR) form / provide required information for the PPSV. The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access. -This base access process is only for the list of attendees the US Government is facilitating. Contractors that request access after the required date will not be added to the US Government list but will still be allowed to attend the site visit with two attendees if they can get access to the base on their own. This is a limitation imposed by the host nation. Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage. - All information relevant to the site visits will be posted on SAM.gov.
