The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources can provide an industrial control Supervisory Control and Data Acquisition (SCADA) system that has equal performance and requirements/specifications as the HSQ MISER SCADA system and HSQ Remote Terminal Unit, manufactured by HSQ Technology, 26227 Research Road, Hayward, CA 94545. In addition, the alternate source must be capable of performing programming and set-up of new SCADA components on the existing HSQ Miser SCADA system at Joint Base Pearl Harbor-Hickam, Hawaii (JBPHH). This notice seeks products that have equal performance and listing/approval requirements as the HSQ products below, but are not manufactured by HSQ. FY23 MCON P-209 Dry Dock 3 Replacement, Joint Base Pearl Harbor-Hickam, Hawaii requires products similar to the following two items: HSQ MISER SCADA System Creation/integration of new graphical interfaces on the existing HSQ Technology MISER SCADA system at JBPHH Distributed real-time database of up to 65,535 points Servers run on the VSI OpenVMS operating system (OS) Graphical User Interface (GUI) runs on both OpenVMS and Microsoft Windows Time-stamped history data recording and trending TCP/IP and DECnet open network communication MISERnet – advanced change-of-state (COS) event reporting for low bandwidth Full redundancy with automatic failover Remote user access via PC or Workstation System-level history logging on SQL, Oracle, and other relational databases ODBC Database Interface Data export to Microsoft Office and other PC applications VisualCL – the HSQ graphical function block application Online help HSQ Remote Terminal Units Software and communications compatibility with existing HSQ Technology MISER SCADA system Industrial Processor Distributed alarm and data processing Sequence of Events (SOE) buffering Synchronized real-time clock Intelligent stand-alone control VisualCL (graphical Control Logic) IP LAN/WAN support IEEE 802.3 10/100 Ethernet Backup power supply option MODBUS Master and slave capability DNP3 Master and slave capability Low power option Extended temperature option This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for a bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
