Notice of intent to use a brand name product. Currently, the Romteck Australia Pty Ltd, Alarm Signalling Equipment (ASE) model RM3118-IP-WIP-ASE is the only known fire alarm transmitter that can satisfy Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) requirements for PAF180200 Asia Pacific Resiliency (APR) – Jet Fuel Storage Tanks, Royal Australian Air Force (RAAF) Base Tindal, Northern Territory, Australia. Accordingly, NAVFAC Pacific is performing a market survey to determine if other potential responsible sources can provide a fire alarm transmitter that can meet its requirements for the subject project. At a minimum, fire alarm transmitters shall demonstrate the following characteristics: 1. The new fire alarm transmitter shall conform to the applicable requirements of AS 4428.6:2018 Fire detection, warning, control and intercom systems – Control and indicating equipment, Part 6: Alarm signalling equipment. 2. The new fire alarm transmitter shall be fully compatible with the existing wireless fire alarm equipment at RAAF Base Tindal. The existing fire alarm system is comprised of Romteck fire alarm monitoring equipment, Romteck software, and Romteck fire alarm transmitters utilizing Private Cellular WAN and Telstra 3G/4G services. 3. The new fire alarm transmitter shall be fitted with a Private Cellular WAN data SIM and an internal or external aerial installed in a suitable location and with sufficient gain to provide a received signal level, as measured at the ASE, of not less than -90dBm. 4. The new fire alarm transmitter shall be configured with simple digital inputs and wired to provide 8 alarm signals (one per input). ASE alarm signal input assignment shall match the existing RAAF Base Tindal site convention. Input 1 Fire Alarm; Inputs 2-6 Additional Alarm Conditions; Input 7 Panel Fault; and Input 8 Panel Isolate. The notification is for market research purposes only to identify if other potential responsible sources of supply can satisfy the agency’s requirements. This is not a request for proposals, quotes, or an invitation for bid. To be considered, please submit detailed technical data for the Government to determine if the submitted product satisfies the agency’s requirements. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague. Interested parties must respond to this announcement by December 10, 2020 at 10:00 a.m. HST. Information received after the due date/time will not be considered. Any information provided to the Government in response to this notice will become U.S. Government property and will not be returned.
