The work for this project includes construction (design-bid-build) of hardened overhead roof structures over and around a new, hardened Petroleum Oil Lubricant Tie-in Facility. This project also includes demolition work to demolish the existing tie-in piping, valve vaults, and visual/security walls. Special construction features include a radon mitigation system and drilled pilings or caissons. The magnitude of this project is estimated between $25,000,000 to $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237120 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 790 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; (3) Safety. For evaluation of past performance and experience, a relevant construction project is defined as and includes at least one of the following features: Individual Feature (1): New construction or repair/renovation on Petroleum Oil Lubricant (POL) components/systems, approximately $1M or more in dollar value, substantially complete or completed within 10 years of the date of issuance of the RFP. Substantially complete means at least 90% physical completion. Individual Feature (2): Construction of specialized hardened concrete structures (heavy/hardened concrete over 20” thick), approximately $3M or more in dollar value, substantially complete or completed within 10 years of the date of issuance of the RFP. Substantially complete means at least 90% physical completion. The Request for Proposal (RFP) will be available on or around 21 July 2021. Printed copies of The RFP will not be issued. The RFP, including the specifications and drawings, can be accessed via the System for Award Management (SAM) website at https://sam.gov/. Contractors must register at the SAM website to obtain access to the RFP. Registration instructions can be found on the SAM website. Amendments will also be posted at https://sam.gov/. It is highly recommended that firms register on the SAM website as this will be the only plan holder’s list available. It is the offeror’s responsibility to check the SAM website periodically for any amendments to the solicitation. The pre-proposal site visit will be unescorted since base access is not required. All parties are responsible for monitoring travel restrictions during the COVID-19 pandemic and will be expected to follow any COVID-19 protocols in place and to follow all other directives (quarantine period, face masks, social distancing, etc.).
