The work for this project includes a multi-story Branch Health Clinic at Naval Support Activity (NSA) Marine Corps Base (MCB) Guam to provide primary medical and dental care to Marine active duty populations on Guam. The project will provide a Marine Centered Medical Homeport (MCMH) Admin, Primary Care, Optometry Clinic, Behavioral Health Clinic, Preventive Medicine, Pharmacy, Laboratory, Radiology, Physical Therapy, Dental Clinic, Logistics (with Emergency Management Supplies Storage), and Common Areas. This project is funded by Government of Japan (GoJ) direct cash contributions (otherwise referred to as Mamizu funds). Therefore, GoJ will be involved as observers and will participate in the contracting process. Due to the worldwide pandemic caused by COVID-19, the one-time in person site visit will NOT take place. In place of the site-visit, the Government will issue available site specific photographic and/or video material on or about 14 October 2020. The NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS. Estimated range is between $25 million to $100 million U.S. Dollars. The contract completion period is anticipated to be 730 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the Request for Proposals (RFP); is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors.
