This project is for construction of a Cargo Pad using Portland Cement Concrete (PCC) including taxiway connections to the airfield runway and other taxiways, NAVAIDS (e.g., lighting and marking), water/electrical utilities, cargo staging area with biosecurity control, and all necessary supporting facilitates for a complete and usable facility. The facility must comply with Seismic Zone 3 design criteria. The project will include site improvements, pavements, utilities, environmental remediation, archeological monitoring, and explosive safety monitoring as well as other supporting work necessary for a complete and usable facility. The work will also include one (1) pre-priced option for construction of a maintenance support facility with a slab-on-grade foundation, cast-in-place, tilt-up or precast concrete walls with typhoon shutters and a cast-in-place or recast concrete roof. In accordance with FAR 52.217-7 Option for Increased Quantity – Separately Price Line Item, the Government may exercise the options by written notice to the Contractor within 360 days of contract award. This project will comply with the DoD antiterrorism/force protection requirements per UFC 4-010-01. The solicitation (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations and supplemental U.S. Department of Defense and Agency Acquisition Regulations. The NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE is 237310 AND average annual receipts is $39.5 MILLION over the past three years. Estimated range is between $50 million to $100 million U.S. Dollars. The contract completion period is anticipated to be 950 calendar days.

A one-time site visit has been scheduled for 04 May 2020 at 11:00 a.m. CHST. The site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered. Each company is limited to two (2) attendees. Those interested in attending the site visit shall submit the attendee’s name(s), passport number, a photocopy of the passport photo page, company name, and address to Mr. Tyler Moon at tyler.moon@navy.mil on or before 13 April 2020 2:00 p.m. HST. Getting to the site visit location is the sole responsibility of the offerors. Photography and videography during the site visit is prohibited. Additional information regarding the site visit will be provided in of the RFP. This is a source selection procurement requiring the submission of both non-price and price proposals. All technical factors, when combined, are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment rating, when combined are approximately equal to price. The technical factors are as follows: (1) Past performance, (2) Experience, (3) Management Plan, (4) Safety, and (5) Small Business Utilization. For purposes of this evaluation, a relevant project is further defined as and includes at least one of the following individual items: 1. Airfield Portland Cement Concrete (PCC) Pavement. New airfield (aircraft taxiway or apron) PCC pavement of at least 10,000 square meters with a minimum concrete thickness of 300 mm. Flexible pavement construction will not be considered when evaluating experience in Airfield PCC Pavements. Only pavement of aircraft taxiways and aprons will be considered. Projects submitted to demonstrate Airfield PCC Pavements will only be considered if the work was performed by the specific entity proposed for Airfield PCC Pavements, as identified in Block 9 of Attachment A. 2. Airfield Asphalt Concrete (AC) Pavement. New airfield (aircraft apron, taxiway, shoulders, or runway) AC pavement of at least 10,000 square meters with a minimum concrete thickness of 50 mm. Airfield PCC pavement construction will not be considered when evaluating experience in Airfield AC Pavements. Only pavement of aircraft apron, taxiway, shoulders, or runway will be considered. Projects submitted to demonstrate Airfield AC Pavements will only be considered if the work was performed by the specific entity proposed for Airfield AC Pavements, as identified in Block 9 of Attachment A. 3. Locations with Logistical Challenges. Construction project with a dollar value of $5 million or more that was performed in a location with logistical challenges. “Logistical challenges” is where construction materials, equipment, manpower, and workforce infrastructure are not readily available, similar to the Commonwealth of the Northern Mariana Islands. Projects submitted to demonstrate Logistical Challenges will only be considered if the specific entity that performed the work is proposed to perform work on this contract associated with Logistical Challenges, as identified in Block 9 of Attachment A. All projects submitted to demonstrate experience must have been completed or substantially completed (90% complete) within the past ten (10) years from the date of issuance of this RFP. The RFP will be available on or about 02 April 2020. Printed copies of the RFP will not be issued. The RFP, including the specifications and drawings, can be accessed at the BETA System for Award Management (SAM) website https://beta.sam.gov/. Contractors must register at the BETA SAM website to obtain access to the RFP. Registration instructions can be found on the BETA SAM website. Once registered in BETA SAM, the contractor must request explicit access to view the documents. An email will be forwarded once the contracting officer has approved or declined the request. Approved contractors may view and/or download the RFP documents. Amendments will be posted to the BETA SAM website. It is highly recommended that firms register on the BETA SAM website as this will be the only plan holder’s list available. It is the offerors responsibility to check the BETA SAM website periodically for any amendments to the solicitation.
