This solicitation is limited to sources duly authorized to operate and do business in Japan under DFARS 252.225-7042, and contractors outside Japan will not be eligible for award. If a contractor’s SAM physical address is outside Japan, it must submit one of the specified Government of Japan certificates or documentation—such as a certificate of incorporation, business license, certificate of authority, or articles of organization—as part of its quotation to avoid being deemed non-responsive. Questions must be emailed to the Contracting POC no later than 10:00 JST on 14 SEPT 2026, and all questions and answers will be shared with all vendors. Offerors outside Japan must also submit the required certificate with their questions, or their questions might not be answered. Submissions may be in English or a combination of Japanese and English.
