Offerors must certify they hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region; if not, they must include a copy of their approved active U.S. Navy MSRA/ABR as a Prime Contractor in the proposal package. Contractors outside Japan must unambiguously demonstrate DFARS 252.225-7042 compliance in their proposal or be ineligible for award. Offerors lacking an active MSRA/ABR in the Japan Region, or who will not agree to execute a master agreement before job order award, are also ineligible.
