The contract involves replacing the IVCS Telephone system on the USS New Orleans (LPD-18). Offerors must hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region or submit documentation showing compliance with DFARS 252.225-7042. Only sources authorized to operate and do business in Japan are eligible. Performance will take place in Japan on the vessel. Firms without an MSRA/ABR may be ineligible unless the Navy can complete an assessment and execute the agreement before the vessel's availability dates.
