This competitive solicitation is restricted to current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) holders certified by NAVSUP FLC for the applicable region in Japan, who are also registered in SAM and authorized to do business in Japan. Offerors without an active MSRA/ABR in Japan must state their intention and plan to apply for the agreement when submitting questions to receive a response. Access to the work specification package is via DoD SAFE, requiring eligible offerors to request access by email to the primary point of contact. Once the request is received, the government provides a link and instructions, but access is only available for 7 days. Performance will occur in Japan, specifically in the Sasebo area.
