The Naval Medical Readiness Logistics Command (NMRLC) intends to award a non-commercial, non-severable, Cost Plus Fixed Fee, (SBIR – Phase III) Sole Source contract for Advanced Integrated Resilience System (AIRS) Product Finalization and Transition services to Perceptronics’s Solutions, Inc., 3527 Beverly Glen Blvd, Sherman Oaks, CA 91423. NMRLC intends to solicit and negotiate only with Perceptronics’s Solutions, Inc., under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(i). The effort required is to finalize multiple components of the AIRS application product, to test the new components on both Apple and Android platforms (in conjunction with ear sensors), to revise and finalize the application based on emerging scientific evidence in the field and usability testing, and assist with its transition for evaluation in an operational setting. This notice is not a request for competitive proposals, and no solicitation document exists for this requirement.?Sources interested in responding to this notice are required to submit a capability statement that includes sufficient detail and convincing evidence that clearly demonstrates the capability to meet the government’s requirement. Capability statements shall not exceed one (8.5 x 11?inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice?will be considered by the Government. A request for documentation or additional information will not be considered?as an affirmative response. A determination by the Government not to compete based on responses to this notice is?solely within the discretion of the Government. Information received will be considered solely for the purpose of?determining whether to conduct a competitive procurement or to proceed with a sole source contract.??
