**THIS IS A REVISED SYNOPSIS/PRESOLICITATION NOTICE FOR A PREVIOUSLY POSTED REQUIREMENT** The Naval Medical Readiness Logistics Command will be advertising a full and open solicitation for U.S. Food and Drug Administration (FDA approved) fentanyl immunoassay (IA) drug testing reagents for detection in human urine samples using Beckman Coulter AU5800 series systems in support of the Drug Demand Reduction Program (DDRP). Reagents shall be FDA approved for commercial distribution and Quality Management documented. The Produce Code is 6550, the North American Industrial Classification System (NAICS) Code is 325413. The small business size standard is 1,250 employees. The solicitation is for a single award IDIQ contract to provide fentanyl testing reagents for various (6) toxicology laboratories on an as needed basis; quantities needed will be placed via individual delivery orders, shipment to the requesting facility will be identified in each delivery order. DDRP estimates ordering the number of kits, as needed, to perform up to 500,000 tests monthly (inclusive of all 6 laboratories). The guaranteed minimum order under the resulting IDIQ is 100 kits. The proposed contract action is anticipated to be issued for an ordering/performance period of 01 Feb 2023 – 31 Jan 2025. The solicitation will be issued as a Request for Proposal (RFP) utilizing FAR parts 12 and FAR 15. This solicitation will be issued at the Government Point of Entry (GPE), SAM.gov/Contract Opportunities (https://sam.gov/content/opportunities). The solicitation number will be N6264522R0004. It is the responsibility of interested Offerors to download the solicitation from the GPE; no paper copies will be provided. Amendments will be posted to the GPE, no paper copies will be provided. Offerors may view and/or download the solicitation and all amendments, once posted, from the GPE. Offerors must be registered (active) in the System Award Management (SAM) in order to submit a proposal on a Government solicitation.
