The Naval Medical Logistics Command (NMLC) is seeking sources sought to provide services for Blood Donor Sample Testing Laboratory in support of Naval Medical Center Portsmouth, VA. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform blood donor testing. The period of performance is potentially for a base period and four subsequent option periods This is a Small Business sources sought notice. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement t is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. .This Sources Sought is only for the purpose of identifying potential sources, no Request for Quote (RFQ) or Request for Proposal (RFP) exists. This is not a request for competitive proposals and no solicitation document exists for the requirement. The purpose of this notice is to obtain information regarding (1) the availability and capability of qualified small business sources; (2) whether there are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the potential acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code 621991, should not submit a response to this notice. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, , in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. In addition, responses should include the past performance experiences of the respondent in providing the required services. The written response should include enough detail to allow for an assessment by the Government without the need for additional information. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. Do not submit pricing information in response to this Sources of Sought notice. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining which competitive procurement proceed with. Capability statements are due by 10:00 AM EST on Thursday, 13 May 2021.
