The proposed source is Elekta, Inc. (CAGE Code: 1LKD8), 400 Perimeter Center Terrace NE, Suite 50, Atlanta, GA 30346-1227, United States of America. Naval Medical Center San Diego (NMCSD), located at 34800 Bob Wilson Drive, San Diego CA, 92134, has a requirement for a non-personal services contract to provide software corrective maintenance, software preventive maintenance, updates, telephone technical support, at least four (4) week-day on-site corrective maintenance support visits between 0800 and 1700 PST, at least two (2) weekend day on-site corrective maintenance support visits between 0800 and 1700 PST, and travel associated with these visits, for designated Government-owned Elekta, Inc. (Elekta) MOSAIQ oncology medical information systems (OIS). Specific software, modules, and medical information systems are identified in Technical Exhibit 1. Maintenance and support shall be provided for a one (1) year period of performance from 6 May 2019 through 5 May 2020. Immediately upon award, the Contractor shall be able to strictly adhere to the resultant contract language. Subsequent to the base year of a resultant contract, the vendor shall offer four (4) individual one-year option periods. All Joint Commission requirements are specified in the Comprehensive Accreditation Manual for Hospitals (CAMH), readily available at www.jointcommission.org. U.S. Navy regulations and instructions will be made available upon request. Maintenance shall include unlimited twenty-four (24) hours, seven (7) days a week telephone support. All maintenance provisions shall apply to firmware and software, as appropriate, unless otherwise stated. The Contractor shall maintain the system such that it meets Navy and Defense Health Agency (DHA) Cybersecurity requirements. When product recalls, updates, or upgrades are necessary to maintain the equipment in service within the original manufacturer's specifications, the Contractor shall provide all associated software patches/updates/upgrades. The Contractor shall not have access to nor require access to protected health information (PHI) or personally identifiable information (PII) in order to provide the services described herein. The Contractor and field service personnel should adhere to the Health Insurance Portability and Accountability Act (HIPAA)-compliant Business Associates Agreement for the Military Health System (MHS), found at https://www.health.mil/Military-Health-Topics/Privacy-and-Civil-Liberties/Privacy-Contract-Language/HIPAA-Compliant-Business-Associate-Agreement-for-the-MHS. The software/information systems list, see Technical Exhibit 1, shall fluctuate over time, as software eclipses useful life and as new software updates are made and come off of warranty. However, the aggregate requirement and level of effort will remain relatively constant over the life of the contract. Any changes to the software/information systems list will be executed through an official contract modification with approval signature by the Contracting Officer (KO). This Contract shall provide software corrective maintenance, software preventive maintenance, updates, and associated travel on-site between the hours of 0800 and 1700 PST, excluding Federal Government holidays, which are identified online at the following site: https://www.opm.gov/policy-data-oversight/pay-leave/pay-administration/fact-sheets/holidays-work-schedules-and-pay. Two (2) weekend days of on-site corrective maintenance shall be afforded to NMCSD under any resultant contract, per year. Four (4) weekdays of on-site corrective maintenance shall be afforded to NMCSD under any resultant contract, per year. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 811219. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
