Notice of Intent to Sole Source On behalf of the Naval Medical Research Unit - San Antonio, Texas (NAMRU-SA), the Naval Medical Logistics Command (NMLC) intends to negotiate the below requirement on a sole source basis (in accordance with 41 U.S.C. 1901 (see also FAR Part 13.501(a)). The proposed source is Sinclair BioResources, 562 State Road DD, Auxvasse, MO 65231-1012. The requirement is for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract that provides for the delivery of up to 625 healthy male Yucatan swine varying in age and weight (20-80 kgs) and 620 healthy male/female Hanford swine also varying in age and weight (12-56 kgs). The swine shall be healthy, disease free, raised in environmentally controlled facilities, Swine Leukocyte Antigen (SLA) tested and shipped within one (1) SLA mismatch. The swine shall be at the required weight in 100% of the ordered quantities in each delivery. The animal facility shall possess a valid United States Department of Agriculture (USDA) approved Class A animal breeder license. Shipments of animals should be transported in closed climate-controlled vehicles to prevent exposure to outside air and extreme temperatures that may have an adverse effect on the animals. The requirement shall conform to standards of environment, care and handling of animals as developed by the current supplier to avoid the skewing of data in ongoing research efforts. NAMRU-SA requires the ability to order from a range of weights or either sex of the swine. The ordering period of this IDIQ contract is anticipated to be a total of 60 months. This notice of intent is not a request for competitive quotes and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the government' minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 1:00 PM Eastern Time, 06 July 2019.
