Notice of Intent to Sole Source This is not a request for competitive quotes or request for information. A formal solicitation will not be issued. The government will not recognize cost associated with submission of any information submitted. The Naval Medical Logistics Command (NMLC) intends to award a sole source bridge contract under the authority of 10 U.S.C. 2304(c)(l), FAR 6.302-1, only one responsible source, to Serco, Inc., 12930 Worldgate Dr Ste 600 Herndon, VA 20170 for the continuation of General Warehousing services in support of Navy Expeditionary Medical Support Command (NEMSCOM), Cheatham Annex (CAX), Williamsburg, Virginia. The purpose of this bridge contract is to provide general warehousing services; maintenance and repair/overhaul of containers, outfitted shelters, biomedical equipment and civil engineering equipment (CEE), and production of Deployable Medical Systems (DEPMEDS) The current services will expire on 31 July 2019. NMLC is in the process of awarding a longer-term competitive procurement for warehousing services under solicitation N62645-18-R-0076. NMLC cannot complete a new competitive award that will allow the awardee sufficient startup without jeopardizing the NEMSCOM mission and production schedule. The only way to provide uninterrupted services is through the use of a bridge contract. The bridge contract will provide continuity of warehousing services necessary to avoid disruption to critical year-end production activities. The period of performance for the proposed bridge contract is from 1 August 2019 to 30 September 2019. The total estimated value of the proposed contract action is approximately $551,677.84. The follow-on contract requires a wall-to-wall inventory to be completed within 90 days of contract award. The wall-to-wall inventory is an extensive task that involves inventorying over 3,000,000 square feet by hand as there is no Automated Information Technology/scanning capability. In order to complete the wall-to-wall inventory, current work would need to be halted because there is not enough resources (i.e. manpower, time, funding, etc.) under the existing or resultant contract to complete both tasks at the same time. There is insufficient time available for another contractor to complete the mandatory wall-to-wall inventory and the fiscal year 2019 production schedule. In order for NEMSCOM to meet its mission requirements, the current contractor must be allowed adequate time to complete fiscal year 2019 production schedule. Although NEMSCOM has a long-term production schedule, it does not take into account the contract turning over in the 4th quarter of the fiscal year and the production down time required to do mandatory the wall-to-wall inventory. Therefore, Serco, Inc. is the only source capable of providing these fiscal year 2019 services to ensure uninterrupted warehousing support through to 1 October 2019. This notice of intent is not a request for competitive proposals and no solicitation document exists for this contract action. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work within the timeframe available. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the government not to compete based on the responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source bridge contract. Capability statements are due by 2:00 PM Eastern Daylight Savings Time on Wednesday, 15 May 2019.
