Notice of Intent to Sole Source - This is not a request for competitive quotes or request for information. A formal solicitation will not be issued. The government will not recognize cost associated with submission of any information submitted. The Naval Medical Logistics Command (NMLC) intends to award a sole source bridge contract under the authority of 10 U.S.C. 2304(c)(l), FAR 6.302-1, only one responsible source, to Magnum Medical Overseas JV LLC, 929 County Road 687, Angleton, TX 77515, for the continuation of Educational and Developmental Intervention Services (EDIS) in support of the Special Programs Division at the Department of the Navy, Bureau of Medicine and Surgery (BUMED). The purpose of this bridge contract is to provide Early Intervention Services (EIS) to infants and toddlers with disabilities (birth through 2 years, inclusive) and their families, and special education and related services to children with disabilities (ages 3 through 21 years, inclusive) entitled to receive special services from the Department of Defense; provision of a Free, Appropriate Public Education (FAPE) including special education and related services for children with disabilities enrolled in the Department of Defense Dependent Schools (DoDDS), as specified in their Individualized Educational Programs (IEP); and monitoring of DoD programs providing EIS, special education, and related services for compliance with DoD Instruction 1342.12. The current services will expire on 31 January 2019. NMLC plans to issue a longer-term competitive procurement for EDIS services under solicitation N62645-19-R-0003. NMLC cannot complete a new competitive award by the 31 January 2019. The only way to provide uninterrupted services is through the use of a bridge contract. The bridge contract will provide continuity of EDIS support services necessary to avoid disruption to patient care and ensure the new competitive procurement has an appropriate timetable to solicit, evaluate, and award a new contract. Services are required at the following Navy locations Outside of the Continental United States (OCONUS): Okinawa and Yokosuka Japan; Guam; Naples and Sigonella Italy; as well as Rota, Spain. The period of performance for the proposed bridge contract is from 1 February 2019 to 31 July 2019. The total estimated value of the proposed contract action is approximately $1.9 million. The Government recognizes that historically it takes new contractors considerable time (up to 60-90 days) to credential and place employees performing OCONUS due to host country requirements. Magnum Medical Overseas JV LLC, as the incumbent Contractor already has personnel in place with the unique training and orientation to meet the period of performance start date of 1 February 2019. No other contractor would be able to recruit, place, and provide specialized training to employees in order to avoid a lapse in service. Therefore, Magnum Medical Overseas JV LLC is the only source capable of providing these services to ensure uninterrupted EDIS support. This notice of intent is not a request for competitive proposals and no solicitation document exists for this contract action. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed two (2) (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the government not to compete based on the responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source bridge contract. Capability statements are due by 9:00 AM Eastern Time on Tuesday, 22 January 2019.
