Source Sought for Schneider Electric PowerLogic ION8650 Power and Energy
NAVFAC Hawaii is conducting market research, intending to procure from only one responsible source, for an electrical meter equal in performance to the Schneider Electric PowerLogic ION8650. Alternate products must be on AF’s AMRS Compliant Meter List, match the existing AMRS at the installation, comply with ANSI C12.1/C12.19/C12.20, operate from -40°C to +70°C, be 120–480 V auto-ranging, and provide true RMS 3-phase measurements with revenue metering accuracy. Required features include electronic demand recording with block or rolling intervals (5–60 minutes, initially 15 minutes), modular nonvolatile storage for at least 89 days of 15-minute 2-channel data, an ANSI C12.18-compatible optical port, and at least two KYZ dry-contact pulse outputs. The meter must also support specified power-quality measurements—sag/swell, harmonics through the 31st, and symmetrical components—and 9S/35S/36S socket and switchboard cases, with performance tied to NAVFAC Hawaii and installation compatibility. This is market research only, not a commitment; interested parties may submit complete technical data and company/point-of-contact information to the contract specialist by email for evaluation.
