Notice of Intent to Negotiate with One Source. The Naval Facilities Command Hawaii (NAVFAC Hawaii) intends to increase the capacity of contract N62478-15-D-5022, awarded to Shimabukuro, Endo and Yoshizaki, Inc., dba SEY Engineers pursuant to the acquisition of architect-engineer services (see FAR 36.601-2 and 6.102(d)(1)) from $5,000,000 to $5,700,000 in order to allow for issuance of modifications to complete post contract award services (PCAS) under existing task orders. The Government intends to solicit and negotiate the contract modifications with SEY Engineers under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. SEY Engineers is the designer of record for all projects issued under the subject contract and thus has the requisite knowledge and experience to continue providing the highly specialized services for these projects. If another AE firm were to assume the duties for these projects, it would result in a substantial duplication of cost and unacceptable delays to the Government due to the learning curve involved in becoming familiar with the design or study and stake holders of the projects. This is NOT a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources to perform PCAS for these projects. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered to Norine Horikawa via electronic mail to norine.horikawa@navy.mil no later than 10:00 a.m. HST, February 19, 2019. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be issued in the Federal Business Opportunities web page announcing the solicitation. Otherwise, the Government will proceed with negotiations directly with SEY Engineers with no further notice.
