This contract action is for services for which the Government intends to solicit and negotiate with only the State of Hawaii, Agribusiness Development Corporation (ADC) under the authority of FAR 6.302-1 since the PMRF drainage system is integrated with the State of Hawaii drainage system and ADC operates the pumps and performs flood control for the portion of the drainage system maintained by the State of Hawaii. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide maintenance and repair of roads, vegetation control, maintenance and repair of pumps and pumping stations - Kawaiele and Nohili Pumping Stations, maintenance of canals, culverts and embankments, clearing of canals and wet wells (dredging), maintenance and repair of power poles, transmission lines and pole transformers, maintenance of flood gates by a combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity (IDIQ) type contract. The NAICS Code for this procurement is 221310 and the annual size standard is $27,500,000. The contract term will be a period of 1 year. The total term of the contract, will not exceed 12 months. Large business concerns shall submit a subcontracting plan. Interested firms may identify their interest and capability to respond to the requirement within 15 calendar days after date of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
