This contract action is for services for which the Government intends to solicit and negotiate with only HSQ Technology, A Corporation under the authority of FAR 6.302-1, since the components of the SCADA system are proprietary. The existing SCADA system, manufactured by HSQ Technology, consists of the centralized host computers, HSQ Miser Software, redundant workstations, numerous Remote Terminal Units (RTUs) and other SCADA system hardware. The HSQ SCADA system monitors and controls the steam, compressed air, salt water, demineralized water and chill water and portions of the potable water system. The contractor shall provide all labor, supervision, tools, materials, equipment, and transportation necessary to perform site maintenance and technical assist/services on HSQ SCADA central and remote monitoring equipment and software. Site maintenance for the HSQ SCADA system shall include inspection, testing, calibration, repair, and software updates/modifications. Technical assist/services include assistance to Government personnel during maintenance and operational testing of the HSQ SCADA system. Work shall also include installation of the latest version of HSQ’s Miser software, required upgrades and/or modifications to the SCADA system and 24/7 telephone consultation/support and 24/7, on location, urgent response. Contractor shall comply with cybersecurity requirements detailed in DFARS 252.204-7012 and any applicable flow-down clauses. Contractor personnel assigned SCADA management and support shall be certified in the following: Cisco Certified Network Administrators (CCNA); Microsoft Certified Systems Administrator (MCDST); Microsoft Certified Desktop Technician (MCDST); Microsoft Certified Professional (MCP); Certified Information Systems Security Professional (CISSP); System Security Certified Practioner (SSCP). Contractor personnel shall have expert knowledge in the management of the OpenVMS operating system. This will be an indefinite delivery-indefinite quantity (IDIQ) type contract which consists of recurring and non-recurring work items. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 811212 and the annual size standard is $27,500,000.00 The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. Interested parties may identify their interest and capability to respond to the requirement within 15 calendar days after date of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
