This Brand Name Justification and Approval (J&A) authorizes the use of brand name material requirements within a non-competitive Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for construction, which will be awarded using sole-source procedures to one (1) pre-determined/approved source who is an active participant of the Small Business Administration (SBA) 8(a) Business Development Program. The proposed contract includes brand name material specifications for the procurement of cove base, carpet tile, epoxy flooring, luxury vinyl tile flooring, vinyl sheet flooring, paint, and window coverings. Each brand name material has been individually authorized for inclusion, as evidenced by this notice. Individual approvals are provided for each brand name material, and cover only the corresponding portion of the contract that pertain to the procurement of that specific brand name material. Inclusion of these brand name materials is required to accomplish the objectives of the proposed contract and the specifications of the Naval Support Activity Monterey (NSAM) Installation Appearance Plan (IAP). The IAP requires that specific brand name materials be installed in order to meet its need for, and achieve the benefits of, standardization and consistency across all buildings and facilities aboard the installation. This is not a request for competitive proposals, or a request to respond to a solicitation. The purpose of this J&A is solely to provide notification to interested vendors of the Government's intent.
