This procurement is being advertised as a total small business set-aside using full and open competition procurement procedures. The project is for the design and construction of modernizing elevators and modernizing elevator controls to be performed at Naval Medical Center San Diego, in San Diego, California. This procurement will use two-phase design-build selection procedures and consists of one solicitation covering both phases. Source selection procedures will be used with the intent of awarding a firm-fixed priced construction contract to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), is advantageous and offers the best value to the Government price and other factors considered. Price evaluation preference will be given to HUBZone Small business concerns, in accordance with FAR 52.219-4. The primary work includes demolition and replacement of the mechanical and control systems in machine rooms and hoist-ways, upgrade of the power distribution, fire protection and life-safety features upgrades and interfaces, lighting, and power in the machine rooms, hoistways, and elevator cabs interior finishes (wall, ceilings, floors), and door packages. Provide pre-transfer signals from transfer switches to elevator controllers. The North American Industry Classification System (NAICS) code for this procurement is 238210 (Electrical Contractors and Other Wiring Installation Contractors) and the annual size standard is $16.5M. The estimated price range is between $10,000,000 and $25,000,000. The Government intends to evaluate proposals and award a contract without discussions. Selection will be based on evaluation of the following: Phase 1: Factor 1 - Technical Approach, Factor 2 – Experience, Factor 3 – Past Performance Phase 2: Factor 4 – Safety, Factor 5 – Technical Solution and Factor 6 - Price. THE SOLICITATION WILL BE MADE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Sam.gov website at https://sam.gov/ under contract opportunities on or around August 4, 2022. No hardcopies will be provided. IT IS THE CONTRACTOR’S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register themselves on the website. A market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement as a total small business set aside. The U.S. Small Business Administration (SBA) San Diego District Office and the NAVFAC Southwest small business office concur with this decision.
