This acquisition is being restricted to qualified 8(a) firms within the geographical area serviced by the Fresno District Office, Sacramento District Office, and/or San Francisco District Office and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. In order to qualify as an 8(a) contractor, companies must meet the requirements and steps listed at the SBA’s webpage at http://www.sba.gov/content/8a-requirements-overview having current registration in the System for Award Management (SAM) database and uploading / categorizing all required documents in the 8(a) program repository through the SBA’s General Login System (GLS) at https://eweb.sba.gov/gls. This is a restricted procurement, limited to qualified 8(a) firms, for a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) under NAICS 237310 for new work, additions, alterations, maintenance, and repairs of paving systems at various Government facilities within the Travis Air Force Base (Fairfield, CA), Naval Support Activity (NSA) Monterey, Naval Air Weapons Station (NAWS) China Lake, and Naval Air Station (NAS) Lemoore, California Areas of Responsibility. The Contract term is for a base performance period of two (2) years, one two-year option period, and a final one-year option period for a maximum total performance period of five (5) years. The North American Industry Classification System (NAICS) Code is 237310 (Road Paving) with a Small Business Size Standard of $36.5 million. The estimated maximum dollar value of this procurement, including the base performance period and all options is approximately $49,000,000. The only work authorized under this contract is work ordered by the Government through the issuance of a task order. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. Task order range will be $2,000 to $1,000,000. An initial task order of $5,000 will be issued after basic contract award to cover the contract minimum guarantee; when the first task order exceeding $5,000 for work is issued, the minimum guarantee task order will be canceled and the funds recaptured. This acquisition will utilize the best value source selection process with the intent to award one (1) contract to one (1) responsible proposer whose proposal, conforming to the Request for Proposal (RFP), is most advantageous to the Government. The Government intends to evaluate proposals and award with further discussions if appropriate. Selection for award will be based on evaluation of the following: FACTOR 1: ABILITY TO MANAGE MULTIPLE SIMULTANEOUS PROJECTS; FACTOR 2: EXPERIENCE; FACTOR 3: PAST PERFORMANCE; FACTOR 4: SAFETY; and FACTOR 5: PRICE – Based on ELIN schedule. The intent of this Sources Sought Synopsis is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. This Sources Sought Synopsis is one facet in the Government’s overall market research in regards to whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). Naval Facilities Engineering Command (NAVFAC) Southwest is seeking Small Business, SBA certified 8(a) Businesses, SBA certified HUBZone Small Businesses, and/or Service-Disabled Veteran-Owned Small Business sources with current and relevant experience, personnel, and capability to self-perform a multiple award construction contract for paving projects. The term “self-perform� refers to performing relevant major trade work in-house without subcontractors. This does not include administrative or management functions. Relevant major trade work is that which is the same or similar to the work that may be ordered under the proposed contract. The North American Industry Classification System (NAICS) Code is 237310 (Highway, Street, and Bridge Construction) with a Small Business Size Standard of $36.5 million. Task orders issued under the proposed indefinite delivery indefinite quantity (IDIQ) contract will be performed at various Government installations primarily within the areas of responsibility (AOR) of Travis Air Force Base, Fairfield, CA, Naval Support Activity Monterey, CA, Naval Air Weapons Station China Lake, CA, and Naval Air Station Lemoore, CA. The proposed contract(s) will be for a base performance period of two (2) years, an option period of two (2) years, and a final one (1) year option period, resulting in the contract performance period maximum of 5 years. The estimated total contract price for the base year and all option years combined is $49,000,000. Task order range is estimated between $150,000 and $4,000,000. The majority of task orders are anticipated to be in the $200,000 to $1,000,000 range. Projects will be primarily design-build or secondarily fully-designed for new construction and repair of streets and other paved areas. Projects may include, but are not limited to: Repair of deteriorated asphalt and Portland cement concrete pavement (including full-depth or partial removal, repairs to subgrade and base materials, patching, slurry seal, crack cleaning, and replacement); Cold milling of existing asphalt pavement; Asphalt overlays; Construction of new asphalt or Portland Cement concrete pavement (including subgrade and base materials); and Pavement marking (striping, reflective markers, signage). Projects may also include site work incidental to paving, including, but not limited to: clearing and grubbing; excavation and earthwork; storm drainage systems and structures; sidewalks; curbs and gutters; wheel stops; disposal and/or recycling of construction and demolition debris. This contract will not include airfield pavement construction. Interested sources are invited to respond to this sources sought announcement by providing the following information on corporate letterhead: 1) Contractor Information: Provide your firm’s contact information, including DUNS number and CAGE Code. 2) Type of Business: Identify whether your firm is a small business, SBA certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned, and/or Small Business concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Bonding Capacity: Provide your surety’s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) Locations: Identify the locations in which you are willing and capable to work. 5) Experience: Submit a minimum of three (3) and maximum of five (5) recent specific government or commercial contracts/projects your firm has self-performed to demonstrate your experience in pavement construction as indicated in this announcement. Projects in which the paving work was performed by a subcontractor will not be considered to have demonstrated relevant experience of your firm. A specific project is a single project or a single task order under an indefinite quantity contract or on-call type contract. “Recent� is defined as having been completed within the five years prior to the submission due date. All projects shall have a minimum construction cost of $200,000. Projects which do not meet these requirements may not be considered relevant. Additional submission requirements: Submit at least one self-performed relevant project with a construction cost of $500,000 or above. Submit at least one relevant project demonstrating self-performed construction experience with new construction of asphalt vehicular pavement (hot-mix). Submit at least one relevant project demonstrating self-performed construction experience with new construction of Portland cement concrete vehicular pavement. Note: experience in construction of concrete airfield pavement will be considered to have met this requirement. At least one of the relevant projects submitted shall include sidewalks, storm drain systems, and pavement markings (these do not have to be in the same project). At least one of the relevant self-performed projects shall demonstrate experience in design-build contracts. At least one of the relevant self-performed projects shall have been performed by the firm as a prime contractor. For each of the projects submitted for experience evaluation, provide the following: Title and location Award and completion dates Contract or subcontract value Type of work for overall project and type of work your firm self-performed customer information including point of contact, phone number, and email address whether the work was performed as a prime or subcontractor Type of contract (Design-Build or Design-Bid-Build – see Sources Sought Information Form) Narrative project description Description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed For design-build projects, identify the name and address of the A-E firm used to provide design or specify if design was performed in-house. Describe your working relationship with the design firm (i.e. number of projects worked together, number of years working together, etc.). 6) Safety: Submit Experience Modification Rates (EMR) and OSHA Days Away from Work, Restricted Duty, or Transfer (DART) rates for each of calendar years 2016, 2017, and current data for 2018. For any EMR greater than 1.0, any DART rate of 3.0 or greater, or any TRC rate of 4.5 or greater, provide an explanation to address the extenuating circumstances that affected the rate and any corrective actions taken. Instructions for calculating the DART rate can be found at http://www.bls.gov/iif/osheval.htm. For joint ventures or mentor-protégé agreements, provide the required information for each entity in the joint venture or MPA. NAVFAC may make an acquisition strategy determination that excludes contractors that do not submit the required information or contractors with unexplained high EMR, DART, or TRC rates from the pool of sufficiently qualified contractors. In sections where recent experience is requested, all experience will be evaluated for market research purposes only. Firms are advised that while experience older than five years or not yet 100% complete may demonstrate capability to perform the scope of work, it may not indicate that the firm could be competitive during a future solicitation where only the most recent five years of experience will be accepted. NAVFAC may make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation.
