NAVFAC Southwest, Utility Energy Management (UEM) seeks Contractor Owned/Contractor Operated (COCO) or Charging as a Service (CaaS) Electric Vehicle (EV) charging solutions for both Government Owned Vehicles (GOVs) and Personally Owned Vehicles (POVs) for Navy Region Southwest (NRSW). These chargers would support both the GOV non-tactical fleet in meeting zero-emission goals as well as supporting POVs of sailors living on base and commuting employees, contractors, and visitors. This Sources Sought is for EV charging infrastructure only (known as Electric Vehicle Charging Facilities, or EVCF), and does not include the purchase, maintenance, or operation of electric vehicles.
