Sources Sought Notice: This Notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within Naval Facilities Engineering Systems Command (NAVFAC) Southwest to facilitate the decision-making process. This is a survey of the market of potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and SBA certified Women-Owned Small Businesses (WOSB). Based upon this survey, a decision will be made whether to issue the proposed solicitation to the types of firms indicated above, or to issue as full and open competition (unrestricted). This Notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. The North American Industry Classification System (NAICS) Code is 237130. The estimated total contract price range, in accordance with DFARS 236.204 is between $10,000,000 and $25,000,000. All Small Businesses, Service-Disabled Veteran-Owned Small Businesses, SBA certified HUBZone Small Businesses, SBA certified Women-Owned Small Businesses, and SBA certified 8(a) Businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government’s best interest. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov when it becomes available. Large business concerns will be required to submit a Subcontracting Plan prior to award of the contract. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. PROJECT DESCRIPTION: The general scope of this requirement is a Firm-Fixed Price (FFP) Design-Build Construction Contract which will install 10 MW of Battery Energy Storage Systems (BESSs) at various locations on MCAGCC, Twentynine Palms, California. Each of the estimated 30 BESSs (each of which will include high energy density batteries, bidirectional inverters, and the associated controls) will be a standalone modular packaged unit connected to one or more solar photovoltaic (PV) arrays. The BESSs will be connected to the solar PV systems for clean energy charging as well as to the installation's electric distribution system for utility power or on-site cogeneration system charging. The BESSs will be tied into the installation's microgrid (being built via project P-1232) so the battery energy can be discharged to level solar PV variability and stabilize the grid (electrical distribution system reliability), provide power to support black-start and islanding events (energy resilience), and reduce energy costs during peak demand/energy pricing periods (energy management/efficiency). Also, the BESS controls will be accredited to ensure the energy systems remain cyber secure. The goal for this project is to integrate BESSs into an electrical distribution microgrid on MCAGCC. The project installs and fully permits new BESSs capable of parallel operation, each located in proximity to existing PV systems. Interested respondents must be able to: Demonstrate experience with DoD’s Risk Management Framework (RMF) and Authority to Operate (ATO) processes. Demonstrate experience collecting the information needed by the Government to complete these processes. Demonstrate experience with DoD’s cyber and physical security requirements. Ensure cybersecurity of the MCAGCC energy system by accrediting the BESS controls which will be integrated into the current MCAGCC microgrid system. Integrate 10 to 30 BESSs into existing medium-voltage distribution system (34.5 and 12.47 kV). Evaluate each proposed BESS location for integration with existing PV inverters, transformers, switches, breaker panels, as well as evaluating BESS to be combined into larger systems where appropriate. The BESS must be lithium-ion chemistry. Demonstrate knowledge of the most recent technological advances in Li-ion batteries that improve stability and safety, and maximize charge-discharge cycles while minimizing capacity degradation. Design and install BESSs to operate with existing controls, generators, and loads. Modify existing microgrid controls as needed. Demonstrate experience with advanced controls and programming as related to microgrid, PV, Combined Heat and Power (CHP) and BESS in grid-connected and island mode. Perform associated electrical studies for grid-tied and microgrid system equipment that are owned and operated by the MCAGCC. Update existing electrical model of MCAGCC and add new devices as needed (model is currently being updated to reflect present MCAGCC system). Power flow analysis of various scenarios to determine if changes to existing systems will be required. Model various advanced microgrid scenarios to fully leverage existing resources such as providing ancillary services. Evaluate protective devices and settings to operate with new distributed BESS. Develop control and communication needs based on expected BESS use cases. Design and install network infrastructure (fiber optic, routers, switches, servers, equipment racks, uninterruptible power supplies etc.) and graphical user interfaces and human-machine interfaces as needed for BESS Supervisory Control and Data Acquisition (SCADA) system. Communication systems may include fiber optic-based network, existing radio frequency system or other available communications systems. Integrate BESSs and network infrastructure with existing controls/SCADA. The BESS and PV will communicate on the energy management control system network, not the microgrid network. Provide remote on-off functionality for the BESS (and potentially include similar control to local PV systems). Record total PV production, and BESS power, and energy for each charge and discharge cycle to an existing central data historian for each distributed BESS. Demonstrate experience modifying an existing data historian to include new fields. Demonstrate experience with developing or modifying associated interconnection agreements (modified or new agreements would be completed by the contractor and submitted to Southern California Edison [SCE] by MCAGCC personnel). Assess if ancillary services can or need to be provided: power factor correction, voltage and frequency regulation, inertia response. Coordination with SCE engineering likely required as California Rule 21 requires smart inverter installations. Demonstrate experience commissioning distributed BESS and control systems in microgrid systems. Troubleshoot and resolve any operational issues. SUBMISSION REQUIREMENTS: Interested sources are invited to respond to this Sources Sought announcement. Bonding Capacity: Provide your surety’s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. Experience: Submit a minimum of two (2) and a maximum of five (5) recent specific government or commercial contracts/projects your company has completed to demonstrate your experience in advanced microgrids (BESS, hybrid renewable energy, and conventional generation microgrid) leveraging existing generation and distribution assets construction as indicated in this announcement. A “specific” project is a single project or a single task order under an indefinite quantity contract or on-call type contract. “Recent” is defined as having been completed within the five years prior to the submission due date of this announcement. All projects shall have a minimum construction cost of $2,000,000. Projects which do not meet these requirements may not be considered relevant. Additional submission requirements: For each of the projects submitted for experience evaluation, provide the following: Title and Location Award and completion dates Contract or subcontract value Type of work for overall project and type of work your company self-performed Customer information including point of contact, phone number, and email address Whether the work was performed as a prime or a subcontractor Type of contract (Design-Build or Design-Bid-Build – see Sources Sought Information form) Narrative project description Description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed. For design-build projects, identify the name and address of the engineering firm used to provide design or specify if design was performed in-house. Responses to items 1 through 4 above shall be submitted via the “Sources Sought Information Form.” The minimum font size is 10 point.
