The FRTC is the United States Navy’s premier aviation training range, supporting aviation and ground training, including live-fire training. The current FRTC includes the Dixie Valley Training Area and four bombing ranges (B-16, B-17, B-19, B-20) which span multiple county jurisdictions in northern Nevada. Due to modern advances in technology and military training capabilities, the FRTC has become undersized, and a greater amount of acreage is required to effectively perform military training activities. The Navy proposes to modernize the FRTC through renewal of the current public land withdrawal, land range expansion through additional withdrawal of federal land and acquisition of non-federal land, airspace expansion and modifications, and upgrades to range infrastructure. There are about 97 private property owners (maximum of 354 parcels) for approximately 67,000 acres of desert land and mining interests and/or claims that will be acquired through negotiation or condemnation within the course of seven (7) to ten (10) years as specified in the period of performance below. The maximum of 354 parcels identified will be acquired in batches consistent with the Navy’s acquisition strategy over the period of performance. The number of parcels could be less depending on the final approval of the FRTC Modernization. The RECO will coordinate with the successful Offeror in disseminating and managing this procurement to achieve the Navy’s mission.
