MCON Design-Bid-Build project (FY2020) P1090 I MEF Consolidated Information Center at Marine Corps Base Camp Pendleton, Oceanside, California includes the entire work for the Prime Construction Contractor to construct a multi-story consolidated information center, a Headquarters Administrative building, parking facilities and support structures to include a central plant and an Area Distribution Node (A.D.N.) for the communications infrastructure. The project will provide a secure and Department of Defense (DOD) accredited facility to accommodate the Marine Corps major subordinate commands. MAGNITUDE OF THE ESTIMATED COST OF CONSTRUCTION RANGE: BETWEEN $25,000,000 AND $100,000,000 INTENDED ACQUISITION STRATEGY: Best Value Trade-Off (BVTO) This procurement is being advertised on an unrestricted basis inviting full and open competition with the intent to award a firm-fixed-price construction contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value, price and other factors considered. Price evaluation preference will be given to HUBZone firms, in accordance with FAR 52.219-4. The Government intends to evaluate proposals and award a contract without discussions. Source Selection procedures will be used, and selection for award will be based on evaluation of the following: The Phase I (Qualifications Phase) non-price proposal will address the Offeror’s experience and past performance. In accordance with DFARS 236.272, prequalification will result in a list of sources determined to be qualified to perform the specific construction contract. Phase II of the solicitation will be comprised of a technical and price proposal, which will be evaluated separately in accordance with FAR Part 15. The Phase II proposal will address the Offeror’s safety program, small business participation, and price. The period of performance of this project is 1200 calendar days from contract award (inclusive of 15 calendar days for performance and payment bonds). A sources sought notice (N6247319R2452) for this procurement was posted on July 25, 2019 on the Federal Business Opportunities (FBO) website at http://www.fbo.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The U.S. Small Business Administration (SBA) San Diego District Office and the NAVFAC SW small business office concur with this decision.
