This notice is a market research tool being utilized for preliminary planning purposes to identify potential sources (large and small) and to seek information on the commercial availability of this weight handling equipment. The information received will be used within Naval Facilities Engineering Command Systems (NAVFACSYSCOM) Atlantic / Navy Crane Center, Portsmouth, VA to facilitate the decision-making process. This notice is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. There will not be a solicitation, specifications, or drawings available at this time. It is anticipated that a formal solicitation will be announced later. No reimbursement will be made for any costs associated with providing information in response to this announcement. PURPOSE: NAVFACSYSCOM Atlantic / Navy Crane Center is seeking eligible sources (large and small) capable of providing the following: TWO 150 METRIC TON MOBILE BOAT HOIST for Amphibious Construction Battalion One (ACB-1) at Naval Amphibious Base (NAB) Coronado, Coronado, CA. The mobile boat hoists shall be designed, fabricated, tested (pre-shipment), shipped, reassembled, tested (post-delivery) and made ready for use at NAB Coronado, Coronado, CA. ONE 50 METRIC TON MOBILE BOAT HOIST for Naval Base Ventura County, Port Hueneme, CA. The mobile boat hoist shall be designed, fabricated, tested (pre-shipment), shipped, reassembled, tested (post-delivery) and made ready for use at Port Hueneme, CA. Procurement of the above mobile boat hoists is intended to consist of a commercially available product to be used and stored in an outdoor environment. The mobile boat hoist shall be built to the design drawings of a licensed Professional Engineer (PE). The appropriate NAICS Code is 333923 with a size standard of 1,250 employees. All interested businesses (large or small) are encouraged to respond to this notice. Upon review of industry response to this notice, the Government will determine the following: 1) whether a set-aside acquisition in lieu of full and open competition is in the Government’s best interest; and 2) if this requirement is available in the commercial market.
