The Naval Oceanographic Office (NAVOCEANO) Contracts Department at Stennis Space Center, MS 39522, hereby formally announces the intent to award a firm-fixed price purchase order on a sole source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 to The University of Southern Mississippi. The contractor will be required to provide training courses to introduce students to unmanned maritime systems without proprietary restrictions, provide a complete understanding of the physical environment in which these systems operate, and teach how the environment influences unmanned operations and mission planning. The purpose of this certification is for students to learn foundational material in which to build more detailed skills related to the mission planning and operation of Unmanned Undersea Vehicles, including powered vehicles as well as gliders and Unmanned Surface Vehicles. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement within five calendar days of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
