Optics Requirement NOTICE: This is not a solicitation but rather a Sources Sought notice to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330, Marine Engineering and Naval Architecture, which has a corresponding size standard $38.5 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice, if applicable, and identify the company’s small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three (3) years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime contractor and the work that will be accomplished by the teaming partners. Program Details: The Government requires services to manufacture, or subcontract manufacturing of all components of an entire Western Environmental Technology Laboratories, Inc. (WET LABS) manufactured optics package and test all electronic functions for serviceability to factory standards. Contractor shall ensure that each component of the optics system will attach to the system deployment cage and that the data from each component will transmit through the data handler, sea cable, and winch to be displayed in real-time in the lab. Contractor shall ensure that each component of the optics system will be rated to a depth of no less than 600 meters and supply enough sea cable to reach that depth in various sea conditions plus 100 meters of cable or maximum cable length for communications and to collect data. The Draft Statement of Work (SOW) identifies the scope and the minimum support coverage in order to meet the goals of the requirement. Please refer to the Draft SOW.
