NAVSUP Fleet Logistics Center San Diego (FLCSD) is conducting a market survey to determine the interest and availability of qualified vendors to provide Technical Support services to the Adaptive Optics Center of Excellence (AOCoE) in the Mechanical and Aerospace Engineering (MAE) Department at the Naval Postgraduate School (NPS). The anticipated award will be a firm fixed price contract with one base period plus three (3) option periods. The Government’s intention is to compete this requirement as a Sole Source. See attached sole source justification. The purpose of this notice is to canvas the marketplace to determine if there is a sufficient number of small and large contractors who intend to compete for this upcoming requirement. The applicable NAICS code is 541330 and the threshold established by the Small Business Administration is $16.5 million in annual revenues or less. A Performance Work Statement is attached for potentially interested vendors to review. In order for the Government to make a determination, it is emphasized that all respondents should provide sufficient supporting information to indicate their capacity and capability to successfully meet the requirement. The information provided may or may not be used to assist the Government in formulating and refining its approach for addressing its needs. Responses should also include the following: (1) name and address of firm; (2) business size, including average annual revenue for past three years and number of employees; (3) ownership, indicating the following applicable business types: large, small, small disadvantaged, 8(a), woman-owned, HUBZone, and/or Veteran owned; (4) number of years in business; and (5) company point of contact, including name, title, phone, fax and e-mail address. This is NOT a request for quote or proposal (RFQ/RFP), invitation for bid (IFB), or an announcement of a solicitation as no solicitation package exists at this time. The request is for informal purposes only. NAVSUP FLCSD will utilize the information for technical and acquisition planning only. No cost data should be submitted. Interested parties that submitted data are responsible for appropriately marking information if it is proprietary in nature. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. Electronic responses (i.e. email) are preferred and telephonic request for information will not be honored. No request for debrief will be honored as a result of this notice.
