A00001 - Quantities adjusted RFQ Number: N6227120Q1163 Description: Monterey-Salinas Transit Bus Pass Blanket Purchase Agreement COMBINED SYNOPSIS/SOLICITATION The Government hereby submits a notice of intent to award a 5-year Blanket Purchase Agreement (BPA) for the procurement of Monterey-Salinas Transit (MST) Bus Passes. The Naval Postgraduate School (NPS), Monterey, CA, is procuring bus passes to provide NPS international students with the ability to travel on Monterey-Salinas Transit (MST) authority buses at no cost to the student. The intent of the international student bus pass program is to provide NPS international military students (IMS) with a similar benefit as that provided to US military students under the Department of the Navy (DON) Transportation Incentive Program (TIP). This is consistent with guidance in the Joint Security Cooperation Education and Training Instruction (SECNAVINST 4950.48) to treat IMS like their US counterparts and provide the same privileges ordinarily available to U.S. military personnel in the continental United States (CONUS). The use of FAR 13.303 procedures will avoid the writing of repetitive purchase orders under the SAT. There is no existing requirements contract for the same service that NPS is required to use.
